Przeważająca część podmiotów świadczących PPiO nie stosuje żadnych kryteriów ograniczających korzystanie ze swoich usług (dotyczy to głównie podmiotów niepublicznych) – każdy obywatel mający problem może zgłosić się do nich po informację lub poradę. Część podmiotów, głównie publicznych, stosuje kryteria dochodowe i (lub) kryteria dotyczące zamieszkiwania w danym obszarze, np. gminie czy powiecie, bądź inne kryteria, np. korzystania z pomocy społecznej. Są również podmioty (przede wszystkim organizacje pozarządowe), które specjalizują się w świadczeniu PPiO określonym grupom, np. osobom niepełnosprawnym, kobietom czy uchodźcom.
